Can I drive in Rarotonga with my US driver's license, or do I need an International Driving Permit?
US license holders can drive in the Cook Islands with their valid US license, but an International Driving Permit (IDP) is strongly recommended as a backup. Many rental companies request an IDP, especially for collision coverage. The IDP is inexpensive (around $20) and valid for 1 year—get one from AAA before your trip. No written test or local exam is required.
Rarotonga drives on the LEFT side—how scary is it for an American driver?
This is the #1 adjustment for US visitors. The entire island drives on the left (British-style), which means the steering wheel is on the right and you yield to the right at unmarked intersections. The island is small (32km circumference) with low traffic, so you adapt quickly. Take it slow for the first few kilometers, and remember: the passenger side is your danger zone when passing other vehicles.
What's the speed limit, and will I get a ticket if I exceed it?
Speed limits are 50 km/h in village areas and 60 km/h on open coastal roads. Police do use radar, and fines are issued on the spot. For minor speeding (under 10 km/h over), expect to pay around NZD $80-$150. Speed limits are posted but not always visible—watch for school zones with 40 km/h limits and sudden drops near villages.
Is fuel expensive, and should I refill before returning the rental car?
Yes, fuel is expensive in the Cook Islands—currently around NZD $2.80-$3.20 per liter (roughly $10-$12 per gallon by US standards). Most rental cars run on 91 unleaded petrol. There are only 2-3 gas stations on the island, with limited hours (some close by 6pm). Always return the car with a full tank to avoid refueling charges, which are 20-30% higher than pump prices.
Do I need car insurance, or will my US credit card cover me?
Basic liability insurance is mandatory and included in all rentals. However, collision damage waiver (CDW) is optional and costs NZD $25-$40 per day—credit card CDW often IS accepted here, but verify with your card issuer before arrival. Note: standard US auto insurance policies typically do NOT cover foreign rentals. Without CDW, you are liable for damage repair costs up to the vehicle's full value.
What's the rainy season like for driving, and should I worry about cyclones?
The wet season runs November–April, bringing sudden tropical downpours that can reduce visibility dramatically. Cyclones are rare but possible—listen to local radio for weather warnings.
